Why the birth time is optional here
The 36 guna Ashtakoot system compares two Moons. Every one of the eight kootas, from Varna and Vashya through to Nadi, is read from the Moon sign and the nakshatra the Moon occupied at birth. The Moon takes roughly 27 days to travel the whole zodiac, which works out at about one nakshatra a day, so knowing the date and the place is normally enough to place it.
